EXCLUSIVE: A well-known Quebec LGBTQ artist regularly presents shows throughout Quebec, mostly in the greater Montreal area, without any surveillance or restriction, while he is on an American sex offender list. « Sexual Offender Predator System », a division of the « Florida Department of Law Inforcement » and it’s not for nothing! While living in Florida on a regular basis since 2001, the individual was convicted in 2006 of extremely serious sexual crimes including the rape of 3 children between the ages of 12 and 15, obscene acts, and sexual relations with an elderly minor. between 16 and 17 and possession of photos or images of child pornography. Worse, he would have committed these attacks by knowing himself HIV positive! He was sentenced to approximately 12 years in prison in Florida, and was expelled from the United States in 2014 to Canada, specifically in Quebec.
We will agree, it is not a question here of trivial gestures without great consequences. Imagine for a moment the shock for these children and families to learn that such a predator was acting in their city and that in addition, he had a serious illness that in 2006 could still cause death. Obviously, it was natural and logical that he should be sentenced and that he be mostly controlled so that he could no longer have access to potential new victims or to the Internet. But then, once expelled to Quebec, what are his restrictions or even the conditions of his freedom now? Since his repatriation, the individual in question, whose name we will never mention, because this is the situation here, not the identity of this person, in short, he seems to have strictly restrictions on his movements, his use of the Internet, his daily activities or his
contacts. Yet, according to the RapSheet.org website, he has been declared a sex offender under the laws of the State of Florida. If the individual in question is considered a dangerous criminal for the United States, what about Quebec? A visit to his Facebook page shows that he is currently very active in the entertainment industry and that he makes no mention of his past to those who ask him why he was so far away from the entertainment world. On the 2nd of June he gave himself a show in Montreal; in a room filled with children of all ages!
Asked about the management of the files of sexual predators repatriated to the country, the federal and provincial departments of Justice refer me to the Department of Public Safety Canada and the Royal Canadian Mounted Police while adding: « The Criminal Code requires anyone convicted a designated offense abroad to report this fact to a police force within seven days after entering Canada and to provide personal information such as name, gender and current address if necessary. A breach of this obligation is a criminal offense that can be prosecuted by summary. « The RCMP, which administers the National Sex Offender Registry, can not unfortunately give any personal information about anyone because the records are confidential. It is therefore impossible to verify whether the artist in question has complied with the law or is subject to special conditions. It is also impossible to check whether its possible conditions are respected. All this is absolutely absurd in a context where a relatively dangerous individual walks freely without anyone knowing that he can potentially sexually harm children. When will a public register really protect the population?
